Safety Culture Board of Advisors report to NRC on safety culture and plant/equipment/process deficiencies at NFS. Report was produced in partial fulfillment of requirements set by NRC in its Confirmatory Order following NFS's spill of 37 liters of Highly Enriched Uranium (HEU) on March 6, 2006.
